20世纪20年代，苏联以《国际歌》为国歌，并在1944年把《国际歌》作为联共（布）党（1952年改名苏联共产党）党歌。
1931年，中华苏维埃共和国（即中央苏弯好区）成立时，决定以《国际歌》作为国歌。《国际歌》还是中国共产党全国代表大会的演奏歌曲。从中共三大起，每次中国共产党全国代表大会及地方各级代表大会闭幕时和党的重大活动结束时，都会演奏《国际歌》。
创作背景
1871年，普法战争爆发，法国战败，巴黎工人起义，选举产生了自己的政权——巴黎公社。资产阶级政府对巴黎公社发起了进攻。1871年5月行闹物21日至28日，公社战士同攻入城内的敌人展开了激烈的巷战，三万多名公社战士牺牲，史称“五月流血周”。28日，巴黎失陷，巴黎公社以失败告终。
公社失败后不久，公社的领导人之一欧仁·鲍狄埃创作了诗歌《英特纳雄耐尔》，1888年，法国工人作曲家皮埃尔·狄盖特为《国际歌》谱写了曲子，国际歌创作完成。
